OSHA inspections can be one of the most stressful and uncertain experiences a tree care company may face. Yet many arboriculture professionals are unfamiliar with what actually happens after an inspector arrives on the job site and how the enforcement process unfolds once citations are issued.

This session provides a practical look at the OSHA inspection and enforcement process through the lens of real-world experience in the tree care industry. Participants will gain insight into what typically occurs during an inspection, how citations are issued and evaluated, and what options companies have when responding to violations, including informal conferences and the decision to formally contest. Designed for business owners, managers, and safety leaders, the presentation highlights key lessons learned about documentation, training records, communication with regulators, and safety program development. Attendees will leave with a clearer understanding of how to better prepare their organizations for OSHA interactions and how proactive safety leadership can strengthen both compliance and workplace safety.

Speaker Bio:

Jennings, Bradley, CTSP – Jennings’ Tree Service LLC 

Bradley Jennings is the owner and operator of Jennings’ Tree Service in northwest Oklahoma and an ISA Certified Arborist with more than 15 years of experience in arboriculture. His career began in public land management, working with the U.S. Forest Service, the Bureau of Indian Affairs, and Oklahoma State Parks before transitioning into private tree care. 

Bradley now leads a family-owned tree care company serving residential, commercial, and municipal clients throughout the region. His work focuses on professional tree maintenance, hazardous tree management, and building safer operational practices in arboriculture. 

He holds multiple industry safety and technical credentials including OSHA-10, NCCER training, EHAP certification, and the ISA Tree Risk Assessment Qualification (TRAQ). Bradley is also currently enrolled in the Certified Treecare Safety Professional (CTSP) program. 

Through firsthand experience navigating OSHA inspections and the citation process, Bradley has developed a strong interest in helping other tree care professionals better understand regulatory expectations and strengthen their safety systems. 

Bradley is passionate about turning real-world challenges into learning opportunities that help arborists and tree care companies build safer, stronger organizations. 

Seibert, James – MarshMcLennan Agency 

Jim is currently a Senior Agriculture Risk Consultant for the Marsh office located in Leawood, KS. In this role he can keep his feet on the ground where the work is being completed affecting change on the front lines.  

In Jim’s most recent past role as the NGFA’s director of safety, education and training, Jim was responsible for developing new education and training materials to assist NGFA members in complying with safety, health, and other regulatory requirements. He was also involved in reviewing and updating the NGFA’s extensive inventory of employee safety education, training, and information materials, as well as addressing grain, feed, and processing facility operations issues. 

Jim began his career working on his family’s farm in south central Nebraska, Jim graduated from Oklahoma State University’s College of Agriculture with a bachelor’s degree in plant and soil sciences. 

He has more than 18 years of experience managing facility production and regulatory compliance inspections and conducting ongoing safety education and process improvement projects at grain elevator facilities and feed mill locations. 

Jim also served as an officer both on Active Duty and in the Army National Guard, serving in several capacities in his over 20 years of military service before retiring in October of 2020. He and his wife Lacey have two children and enjoy camping, hiking and all outdoor activities.  They are active in their church and community and enjoy being neighborly to all.
